Plans for a £32,000 new zebra crossing at Bathwick are in the balance after objections from local residents.
Money has been set aside by Bath and North East Somerset Council for the scheme at Bathwick Hill.
But it has proved controversial because of the relocation of parking spaces and other disruption that the crossing would involve.
Cabinet member Councillor Roger Symonds will have to decide whether to press on with the scheme or spend the money on something else.
He find himself caught between residents wanting a crossing because of the difficulty faced by elderly and disabled people in getting across the hill near its junction with Pulteney Road and Darlington Street, and others concerned at the elimination of parking spaces.
B&NES has received 24 letters of objection and two letters of support.
The concerns were the loss of existing residents' parking spaces, the likelihood of queuing traffic blocking the roundabout junction, claims that there would be "additional street clutter" and worries over the access to St Mary's Church.
Among the objectors are two churchwardens at the parish church, and both the councillors for Bathwick, while there has also been an objection from the Bathwick Hill Residents' Association.
A report to Mr Symonds says a risk assessment for this crossing has suggested that if the scheme was scrapped, there would be more accidents at the spot.
The existing central refuge island would be upgraded to accommodate pedestrians using the crossing, a bus stop on the north side of the road would be moved closer to the roundabout, while the one on the other side would be moved nearer to the proposed crossing site.
There would be extra parking spaces to compensate for those lost in the construction of a build-out extension to the pavement.
The report adds: "The installation of the crossing at the location proposed will not only be on the pedestrian crossing desire line but it will also facilitate a significant number of them to cross safely a busy road. It could also encourage others to walk and use the bus services instead of driving."
